Government advisor calls for clearer rules on vehicle data
Science, Technology and Innovation Ministry chief advisor Sanjay Paudel has urged the government to step up regulation of vehicle data, quality testing and cyber security as electric and smart vehicles increase on Nepali roads.
Paudel said technology and equipment used for measurement and quality tests at borders and labs need timely upgrades, so that imported vehicles and parts are checked with modern systems.
Need for a proper data framework
He stressed that Nepal needs a clear system to collect, measure and use data before and after imports, including for vehicles, working jointly with technology providers and vendors.
For modern vehicles, Paudel argued that data generated by batteries, range, charging, energy use, safety and running behaviour should be managed under policy, not left only with manufacturers. Using this data properly can support research, better policy and consumer safety, he noted.
Cyber security and local data hosting
Paudel warned that software, connectivity, sensors and digital features in new vehicles make vehicle data a cyber security issue, demanding rules on data protection and clear responsibility.
He pointed out that the national cyber security policy is already in force and a National AI Policy 2082 has been advanced, covering AI institutions, risk management and implementation mechanisms. He said upcoming work must also examine whether and how much vehicle data can be stored inside Nepal, and at what cost.
Research priorities and open collaboration
Paudel said Nepal should set clear research priorities based on national needs and economic capacity, instead of trying to handle every technology at once.
He also called for more openness and cooperation between government agencies, automobile companies, universities, research bodies and tech firms, sharing data and knowledge. With better collaboration and standards for EV technology, quality testing and cyber security, he believes Nepal can speed up the safe adoption of electric and smart vehicles.
