How Nepal's fuel price is set

Nepal imports all its petroleum through Nepal Oil Corporation, which buys from Indian Oil Corporation and sells to licensed dealers at a published retail price. Under NOC's automatic pricing system the retail rate is reviewed against the imported cost and revised roughly every fortnight — so a rise in international crude or a weaker rupee reaches the pump within weeks, and a fall does too.

A litre of petrol carries customs duty, the road maintenance and pollution levies, the price-stabilisation fund contribution and 13% VAT on top of the landed cost, which is why the pump price moves less than one-for-one with crude. Prices differ by depot zone purely on transport cost from the Indian border.

Who sets the petrol and diesel price in Nepal?

Nepal Oil Corporation (NOC), the state-owned importer, sets retail prices for petrol, diesel, kerosene, aviation fuel and cooking gas. Since 2080 BS it follows an automatic pricing system: prices are reviewed against the supply price Indian Oil Corporation charges NOC and revised — up or down — roughly every fortnight.

Why is petrol cheaper in Biratnagar or Birgunj than in Kathmandu?

NOC publishes prices per depot zone. Terai depots close to the Indian border (Charali, Biratnagar, Birgunj, Amlekhgunj, Bhalbari, Nepalgunj, Dhangadi) carry the lowest transport cost; Kathmandu, Pokhara and Dipayal carry the highest, so their rate is typically Rs 1–3 per litre more. The published zone price applies within about 15 km of the depot.

How often does NOC change fuel prices?

Under the automatic pricing mechanism NOC can revise twice a month. In practice revisions land around the start and middle of the Nepali month, and only when the imported cost has moved enough — the history table on this page shows every change and how long each rate lasted.

Yes. The figures are read directly from Nepal Oil Corporation's retail price page and refreshed daily; the effective date shown is NOC's own. If NOC revises tonight, this page reflects it after the next daily update. Always check the pump receipt — dealers must sell at the NOC rate.

How does the fuel price affect what a bike or car costs to run in Nepal?

At Rs 200 a litre, a 150cc motorcycle returning 45 km/l costs about Rs 4.4 per km in fuel; a petrol hatchback at 15 km/l costs about Rs 13 per km. Every Rs 10 change in the litre price moves those by roughly 5%.
