Nepal government proposes new vehicle fuel and loan scheme for employees

The government has drafted the Vehicle Management Directive for Government Employees, 2083, aiming to change how officials manage transport expenses. This proposal remains a draft and requires approval from the Council of Ministers before taking effect.

Under the plan, employees would receive annual fuel and maintenance allowances based on their position:

  • Chief Secretary, Secretaries, and 12th-level officials: Rs 1.40 lakh for fuel and Rs 1 lakh for maintenance.
  • Joint Secretaries and 11th-level officials: Rs 1.20 lakh for fuel and Rs 75,000 for maintenance.
  • Under-secretaries and 9th–10th level officials: Rs 1 lakh for fuel and Rs 50,000 for maintenance.
  • Section officers and 6th–8th level officials: Rs 40,000 for fuel and Rs 15,000 for maintenance.
  • Non-gazetted and assistant-level staff: Rs 25,000 for fuel and Rs 10,000 for maintenance.

The directive also includes a loan facility for vehicle purchases, ranging from Rs 2 lakh to Rs 60 lakh. Officials who choose to drive their own vehicles instead of hiring a driver would receive an additional amount equal to a driver's starting salary. Those opting out of the scheme would continue using shared office vehicles.
