Driving licence application, renewal and payment move fully online by province

Nepali motorists can now handle most driving licence paperwork online, thanks to a new province-based digital system rolled out by the Department of Transport Management (DoTM).

What has changed

According to the department, new licence applications, licence renewal and government revenue payment for licences have moved to a fully online workflow. Service seekers no longer need to visit transport offices just to submit forms or pay fees.

The system supports autofill using the National ID or Nagarik (Citizen) app. By scanning the QR code from either the National Identity Card or the Nagarik app, personal details are automatically inserted into the online form. This cuts down typing errors and saves time.

For now, applicants may still need to go to the office for health and medical checks, especially in the initial phase. The DoTM has said it is preparing to integrate medical reports into the online platform in a later upgrade.

Separate portals for each province

To manage traffic and data more efficiently, the DoTM has set up different web portals for each province. Applicants must use the portal that matches their province:

  • Koshi Province: edlvrs.koshi.gov.np
  • Madhesh Province: edlvrs.madhesh.gov.np
  • Bagmati Province: edlvrs.bagamati.gov.np
  • Gandaki Province: edlvrs.gandaki.gov.np
  • Lumbini Province: edlvrs.lumbini.gov.np
  • Karnali Province: edlvrs.karnali.gov.np
  • Sudurpashchim Province: edlvrs.sudurpashchim.gov.np

Applicants without a National ID card or the Nagarik app can still apply by manually entering their personal details in the same online system.

Help and complaint handling

The department has also named contact points to deal with technical issues and complaints related to the new online service.

At the central level, users can write to the DoTM complaint email or contact designated officers and office phone numbers if they face problems during application, renewal or payment.

What this means for vehicle owners

For Nepali vehicle buyers and drivers, the change means:

  • Less need to travel to transport offices just to submit forms or pay fees.
  • Faster and more accurate form filling using QR-based autofill.
  • Clear channels for technical support and complaint resolution in every province.

Trial exams, biometric capture and some medical checks will still require physical presence. But the core paperwork and revenue payment for driving licences are now set up to be handled online. That makes the process more convenient for motorists nationwide.
